Notice to Bidders Public Notice

NOTICE is hereby given that sealed bids will be received by the Union County Improvement Authority (UCIA), in the County of Union, State of New Jersey, at the UCIA’s administrative offices at 1499 Routes 1&9 North, Rahway, New Jersey 07065 on or before Tuesday, November 24, 2015, at 1:00 p.m. prevailing time or as soon thereafter as the matter may be reached, for“Perimeter Fencing at the Union County Juvenile Detention Center.” At that time and place, bids will be publicly opened and read aloud.  No bids shall be received other than at the time and place herein designated for their receipt.

Copies of the Request for Bids, including plans and specifications (collectively, the “Bid Documents”) may be obtained during regular business hours from CME Associates, 3141 Bordentown Avenue, Parlin, New Jersey upon payment of $75.00 for each complete set of Bid Documents, which sum is non-refundable.  Written questions regarding the Bid Documents may be submitted to Gary Oliva, PE at the offices of the UCIA’s consulting engineer, CME Associates, 3141 Bordentown Road, Parlin, New Jersey 08859 via fax: 732-727-3989 or email to goliva@cmeusa1.com, with a copy to John Palumbo, Esq., at the offices of the UCIA’s General Counsel, DeCotiis, FitzPatrick & Cole LLP, 500 Frank W. Burr Boulevard, Teaneck, New Jersey 07666 via fax: 201-928-0588 or email to jpalumbo@decotiislaw.com, no later than 5:00 pm on Thursday, November 12, 2015.

A certified check, cashier’s check or bid bond in the amount of ten per cent (10%) of the bid, but in no case in excess of twenty thousand dollars ($20,000), must be submitted with the bid guaranteeing that if a contract is awarded, the bidder shall execute the contract.  Bidders must also submit a Consent of Surety with the bid, wherein the surety agrees to furnish a performance bond if the bidder is awarded a contract.

The successful bidder shall be required to submit a Performance Bond in a sum equal to one hundred per cent (100%) of the full amount of the contract.  Such Performance Bond must be furnished by the successful bidder simultaneously with the delivery of an executed contract.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 and all other applicable statutes, laws or regulations.

Bidders shall submit an original and two copies of their bid in a sealed envelope addressed to Daniel P. Sullivan, Executive Director, at the UCIA’s administrative offices whose address appears above, bearing on the outside of the envelope the name and address of the bidder and the following:

“Request for Bids for Perimeter Fencing at the Union County Juvenile Detention Center.”

The UCIA reserves the right to reject any and all bids under the provisions of N.J.S.A. 40A:11-13.2.
