NOTICE is hereby given that sealed proposals will be received as set forth herein.
OWNER: UNION COUNTY IMPROVEMENT AUTHORITY (“UCIA” or
“Authority”)
TITLE OF SERVICE: Property Management Services
LOCATION OF SERVICE: 200 West Second Ave., Plainfield, New Jersey
GENERAL DESCRIPTION OF SERVICE: The UCIA is seeking a Property Management Services company to provide property management services at the Assemblyman Gerald B. Green Plaza Building property.
QUALIFICATIONS: Evidence of specific qualifications are required for this service.
DOCUMENTS PACKAGE: The Request for Proposal (“RFP”) package may be examined at the office of the Authority at 10 Elizabethtown Plaza, Elizabeth, New Jersey 07207. Copies of the RFP may be obtained on the Authority’s website on or after Friday April 30, 2021
Proposers obtaining copies of the RFP on the website are responsible for monitoring the website for the issuance of any addenda.

The name of the Proposer, Proposer’s address and the due date of Proposal shall be plainly marked on the outside of the sealed envelope.
SUBMISSION OF PROPOSALS:
INDIVIDUALS AND/OR FIRMS ARE TO SUBMIT ONE (1) ORIGINAL AND FIVE (5) COPIES OF THEIR RESPONSE, AS WELL AS THE ENTIRE COVER-TO-COVER SUBMITTAL AS A PDF DOCUMENT ON A FLASH-DRIVE OR CD AND SHALL TITLE THE SERVICE AS INDICATED ABOVE – “PROVIDE PROPERTY MANAGEMENT SERVICES AT THE GERALD B. GREEN PLAZA, PLAINFIELD, NJ”.
Security in the amount of 10% of the Proposal, not to exceed the sum of Twenty Thousand Dollars ($20,000.00) shall be included within the Proposal sealed envelope and delivered to the above address on or before 10:00 A.M. prevailing time on Wednesday May 26, 2021 and shall be publicly opened at that time. Submissions received at any other location, or after the stated date and time shall be deemed non-responsive and will not be accepted. Telephone, email and facsimile responses will also not be accepted.
Proposals will be evaluated in accordance with N.J.S.A. 40A:11-4.1 et seq.
Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, Affirmative Action; P.L. 1977, c.33, Disclosure of Interest; and P. L. 2004c. 57 Business Registration Certificate, all as amended and supplemented.
Proposals may not be modified after submittal. Proposers may withdraw Proposals at any time prior to the opening of Proposals, by notarized written request to the Project Manager received prior to the time designated for Proposal opening. No Proposal may be withdrawn within sixty (60) days after Proposal opening. The UCIA will award contracts or reject all Proposals within sixty (60) days unless otherwise agreed by the parties. The UCIA reserves the right to reject any or all proposals, to abandon this process at any time, or to waive any informalities in any Proposal received and to accept the proposals which in its judgment will serve the best interest of the UCIA.
