Auditing Services
The Union County Improvement Authority (“UCIA”) is soliciting Qualification Statements from interested persons and/or firms for the provision of Auditing Services. Through a Request for Qualifications (“RFQ”) process, persons and/or firms interested in assisting the UCIA with the provision of such services must prepare and submit a Qualification Statement in accordance with the procedure and schedule set forth in the RFQ. The UCIA will review Qualification Statements only from those persons and/or firms that submit a timely Qualification Statement containing all information required by the UCIA as set forth in the RFQ. The UCIA intends to qualify persons and/or firms that (a) possess the professional, financial and administrative capabilities to provide the proposed services, and (b) agree to and meet the terms and conditions determined by the UCIA.
The selection of qualified persons and/or firms is not subject to the bidding provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., but is to be guided by the “New Jersey Local Unit Pay-to-Play” Law, N.J.S.A. 19:44A-20.4 et seq. The UCIA has structured a procurement process that seeks to obtain the desired results, while establishing a competitive, fair and open process, to assure that each person and/or firm is provided an equal opportunity to submit a Qualification Statement in response to the RFQ.
The RFQ documents will become available on March 2, 2023. They may be obtained via download from the UCIA’s website – http://www.ucimprovementauthority.org. Qualification Statements must be delivered to, and be received by, Bibi Taylor, Executive Director, Union County Improvement Authority, 10 Elizabethtown Plaza, 5th Floor, Elizabeth, NJ 07207, on or before 10:00 a.m. Thursday, March 23, 2023. Qualification Statements must be enclosed in a sealed envelope, bearing the name and address of the Vendor and identifying the services the Vendor seeks to provide. Qualification Statements will not be accepted by facsimile transmission or e-mail. Qualification Statements received after 10:00 A.M. March 23, 2023 will be automatically rejected and returned to the sender.

Gerald Green Building Repairs Project
Public Notice
Union County Improvement Authority Notice to Bidders for Gerald Green Building Repairs Project. Notice is hereby given that sealed proposals will be received by the Union County Improvement Authority Elizabeth, New Jersey (the “Owner”) for Gerald Green Building Repairs project and be opened and read in public at the Union County Improvement Authority, 10 Elizabethtown Plaza, 5th Floor, Elizabeth, New Jersey on Tuesday, March 28, 2023, 10:00 AM prevailing time.
The Project consists of interior and exterior building repair work due to damage from a vehicular accident at the Gerald Green Building located at 200 W 2nd Street, Plainfield, New Jersey. All work on this contract must be completed within 60 calendar days from issuance of a Notice to Proceed.
Contract documents and drawings for the proposed work (the “Contract Documents”, which have been prepared by Joseph R. Venezia, PE, PP, CME, of the firm Colliers Engineering & Design Inc. (DBA Maser Consulting)/Bergmann, PC, will be available on the Union County Improvement Authority website at https://ucimprovementauthority.org/.

Proposals must be made on the standard proposal forms included with the Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the Union County Improvement Authority, and must be accompanied by a statement of consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Owner and either a bid bond or a certified check drawn to the order of Union County Improvement Authority for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required.
The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. The Owner or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents.
The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.
The successful bidder shall be required to comply with all applicable statutory and regulatory requirements, which include but are not limited to the affirmative action requirements of P.L. 1975, c. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.
Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2.
