The Union County Improvement Authority (UCIA) is soliciting bids for the alteration and addition to the Roselle Public Library, located at 104 West 4th Avenue, Roselle, New Jersey. Sealed bids will be received by the UCIA at its Administrative Offices located at 10 Elizabethtown Plaza, 5th Floor, Elizabeth, New Jersey 07207 on or before Wednesday, June 15, 2022 at 10:00 AM prevailing time, at which time the bids will be publicly opened and read aloud.
The bid plans and specifications, drawings, and other related documents for this work (“Bid Documents”) may be obtained electronically on or after Monday April 25, 2022 by completing the request form on the Union County Improvement Authority web site (on this web page).
Questions regarding the bid shall be directed in writing to Laurence K. Uher, AIA, at Netta Architects via fax (973-379-1061) or email (luher@nettaarchitects.com). Written questions must be received no later than Thursday, May 12, 2022 at 5:00 PM. Any addendum will be issued by Tuesday, May 17, 2022
DATE FOR BIDDERS TO SUBMIT FINAL RFI QUESTIONS HAS BEEN EXTENDED: The final RFI question submission date has been extended from close of business Wednesday, May 25, 2022 to 4:30 P.M. Tuesday, June 14, 2022. All submitted RFI questions shall include accurate contact information (name/email) for the requestor.
A pre-bid meeting will be held on Wednesday May 4, 2022 at 10:00 AM at the Roselle Public Library, located at 104 West 4th Avenue, Roselle, New Jersey. A site tour will be conducted immediately following the pre-bid meeting.
Bidders must be classified by the State of New Jersey, Division of Property Management and Construction (DPMC) under classification code No. C009, as well as other documentary requirements as set forth in the INSTRUCTIONS TO BIDDERS found in the Bid Documents. This project shall be subject to a Project Labor Agreement (PLA), the form of which is included in the Bid Documents.
Bids must be accompanied by a certified check, cashier’s check or bond of a surety authorized to do business in New Jersey in the amount of ten percent (10%) of the total bid amount, but not exceeding $20,000, and must be accompanied by a consent of surety stating that surety will provide the bonds required by the Bid Documents, if bidder is awarded a contract.
Bidders shall submit an original and two copies of their bid in a sealed envelope, clearly marked on the outside with the words “Alteration and Addition to the Roselle Public Library,” and with bidder’s name, address, telephone & fax numbers, and date of bid opening. Bids must be delivered to Bibi Taylor, Project Manager of the UCIA, 10 Elizabethtown Plaza, 5th Floor, Elizabeth, New Jersey 07207, prior to the stated time of bid opening. Late bids will be returned, unopened, to the bidder. The UCIA will not be responsible for late delivery; bidders shall assume full responsibility for timely delivery of their bids.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.17:27.
The award or rejection of a contract for the project shall be made within sixty (60) days of the bid opening date, except that the bids of any bidders who consent thereto may, at the request of the contracting unit, be held for consideration for such longer period as may be agreed. The UCIA reserves the right to reject any and all bids and to waive any and all informalities in the bid as may be deemed in its best interest.
