Notice to Bidders

The Union County Improvement Authority (UCIA) is soliciting bids for Alterations and Renovations to the Annex and Logos Buildings at Union County College, Plainfield Campus, located at 232 East Second Street, Plainfield, New Jersey.   Sealed bids will be received by the UCIA at its Administrative Offices located at 1499 Routes 1 & 9 North, Rahway, New Jersey 07065 on or before Friday, May 29, 2015 at 1:30 PM prevailing time, at which time the bids will be publicly opened and read aloud. 

The bid plans and specifications, drawings and other related documents for this work (“Bid Documents”) may be obtained in person at UCIA Administrative Offices at the above address between 10:00 a.m. and 3:00 p.m. weekdays (holidays excluded) upon payment of a non-refundable check in the amount of $475 for printed copies OR $200 for electronic CD in PDF format, made payable to the UCIA.  Requests for mailing of CD, which will be sent via overnight mail only, will be honored upon additional payment of $20.00 to cover overnight mailing fee. A pre-bid meeting will be held on Tuesday, May 12, 2015 at 3:00 p.m. at Union County College, Plainfield Campus, 232 East Second Street, Plainfield, New Jersey.  A site tour will be conducted immediately following the pre-bid meeting.

Bidders must be classified by the State of New Jersey, Division of Property Management and Construction (DPMC) under classification code No. C009, as well as other documentary requirements as set forth in the INSTRUCTIONS TO BIDDERS found in the Bid Documents. 

Bids must be accompanied by a certified check, cashier’s check or bond of a surety authorized to do business in New Jersey in the amount of ten percent (10%) of the total bid amount, but not exceeding $20,000, and must be accompanied by a consent of surety stating that surety will provide the bonds required by the Bid Documents, if bidder is awarded a contract.   

Bidders shall submit an original and two copies of their bid in a sealed envelope, clearly marked on the outside with the words “Union County College, Plainfield Campus – Alterations and Renovations to the Annex and Logos Buildings,” and with bidder’s name, address, telephone & fax numbers, and date of bid opening.  Bids must be delivered to Daniel P. Sullivan, Executive Director of the UCIA,1499 Routes 1 & 9 North, Rahway, New Jersey 07065, prior to the stated time of bid opening.  Late bids will be returned, unopened, to the bidder.  The UCIA will not be responsible for late delivery; bidders shall assume full responsibility for timely delivery of their bids.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.  

The award or rejection of a contract for the project shall be made within sixty (60) days of the bid opening date, except that the bids of any bidders who consent thereto may, at the request of the contracting unit, be held for consideration for such longer period as may be agreed.  The UCIA reserves the right to reject any and all bids and to waive any and all informalities in the bid as may be deemed in its best interest.
